Emergency Agriculture Disaster Assistance

Whereas, the economic devastation to farmers, ranchers, and their rural communities caused by natural disaster in 2001 and 2002 continues to spread:

Whereas, Nearly 50 percent of all U.S. counties were declared disasters in 2001 by the U.S. Department of Agriculture, nearly 85 percent were declared disasters in 2002, with more than 40 percent of all counties declared in both 2001 and 2002;

Whereas, 197 counties, 78 percent of Texas counties, were declared disasters in 2002, with 61 percent declared disasters in 2001;

Whereas, Congress has not passed emergency disaster assistance to respond to these disasters;

Whereas, Congress has a long history of providing relief from natural disasters ranging from hurricanes to snowstorms;

Therefore Be It Resolved, We, the members of the Texas Farmers Union; urge Congress to immediately provide meaningful and comprehensive disaster assistance that meets the following criteria:

*Covers losses in both the 2001 and 2002 production years

*Provides assistance to both crop and livestock producers

*Does not cut current farm programs, but is instead emergency funding

Be It Further Resolved That, We urge President Bush to support and sign comprehensive emergency disaster relief legislation.
