American Clean Energy 
and Security Act of 2009

America's family farmers and ranchers have a unique role to play when it comes to combating global climate change. Congressman Henry Cuellar understands that and I thank him for his vote in support of the American Clean Energy and Security Act of 2009. As President Obama said about the legislation's passage, it is a "bold and necessary step." As the President of Texas Farmers Union, I'd like to point out how Congressman Henry Cuellar has been a champion for our agriculture community. When he first went to Washington, he immediately became a member of the Agriculture committee and is now the only Democrat from Texas representing us there. He supported the Farm Bill, bringing protections for Texas farmers from disasters, and keeping food prices low for Texas and all Americans. He has been vigilant fighting Cattle Fever ticks - succeeding in getting more money to fight the ticks that we've ever had; now totaling nearly $30M. What's more, on the American Clean Energy and Security Act, Congressman Cuellar worked with the Agriculture committee to make the bill work for American farmers. With the changes he fought for he ensured that USDA, not EPA, will be exclusively in charge of implementing and operating the agriculture and forestry offset program. Failing to pass climate legislation is not an option. Without congressional action, the Environmental Protection Agency (EPA) is poised to act. This regulatory action would mean the positive provisions within the legislation would be lost. Also, the Congressman was able to keep farmers exempt from the bill's greenhouse gas emissions from their land, which is a big win for agriculture. Whether you support every single vote or not, with a list of accomplishments like that, every farmer in Texas can be proud to be represented by Congressman Henry Cuellar.
